How do you ask for the infant care fee in Hungary?

You file the infant care fee with your employer, on the form named for that fee, while the insurance lasts and after it ends. If the employer no longer exists, you file at the government office for that employer's former seat. A birth certificate copy is named when a paying office must confirm the birth, and a medical note is named when the father asks because the mother cannot care for the child.
