How do I apply for a driving licence in Estonia?
The Transport Administration says you apply for a first driving licence, and book the exams, in its e-service or at a service office. Your permanent home must be in Estonia, your age and health must meet the rules, and you must have finished driving school. You pass a theory exam and a driving exam. The page says you cannot hold a serious traffic penalty, or several smaller ones, when you apply.
