Who sets the public holidays for central government offices in India?

The Department of Personnel and Training publishes the holidays that central government offices in India observe for the year. The order lists the holidays for offices in Delhi. Offices outside Delhi observe a compulsory set, and a coordination committee in the state capital chooses three more holidays from a published list.
