When does a dog seller need a USDA license in the United States?
The USDA says a retail sale of a dog, including an adoption for a fee, needs a license when the buyer, the seller, and the dog are not in the same place. A sale where the buyer, the seller, and the dog are together, so the buyer can see the dog, does not need that license. The note does not choose a shelter or a breeder for you.
