What does a dog need to enter Bulgaria from a country outside the European Union?

The Ministry of Agriculture and Food says a dog entering from a country outside the European Union needs identification, a rabies vaccination dated no earlier than the chip, and a veterinary health certificate. The dog may travel only after 21 days from that vaccination. A rabies antibody test is required when that country is not on the listed annex, and Bulgaria publishes no list of banned dog breeds.
