What basic payment services must a bank offer in Estonia?
Estonia's financial supervisor says a bank must offer basic payment services to a consumer who lives legally in the European Union. A bank cannot refuse only because that person does not live in Estonia. Closing the account stays limited to cases the law lists, such as no transactions for 24 months in a row.
