NZ Transport Agency Waka Kotahi says a full class 1 car licence goes through a learner licence, a restricted licence, and a full licence. You pass a theory test before the learner licence. The learner application fee on that page is $96.10 and includes two theory tests. This process stays in place until the car licensing system changes on 25 January 2027.
